My brother was the same way for awhile although he has yet to get caught to the point that it could harm him. He drinks far more than I do and won't be 21 until July 9th and he use to do drugs...all I know is, people won't get help unless they feel they need it or want to change. I'm not sure how the laws are where you live, but here you can't force someone whos 18+ to get help if they dont want it :( Hopefully, your brother will see the light though and recognize the concern his family has for him.
